  In the course of human civilisation, we have entertained different ideas of what a utopian society should be like and what the most vital component is. Personally, leadership by wise and righteous people plays the leading role, and to this end, leadership qualities should be fostered in the local settings.

  Two characteristics may be considered as the predominant ingredients of a utopia – a fair legal system and freedom of speech. For the former, if a criminal could be tried and convicted in a just process and, according to the law, given corresponding punishments, such as community service or imprisonment, then citizens will trust the judicial system since all the culprits will pay the price for their offence. Such trust in the judicial system in the long term will contribute to social soundness. As for freedom of speech, it enables the press or a citizen to show the wrongdoings of one or some specific authorities. This gives a chance for careful inquiries to ensure the transparency of the authority. Thus, corruption can be hampered. However, both of two elements largely depend on leaderships who uphold the spirit of serving the people. In other words, only with selfless leaders in an array of fields can individuals’ voices be heard, and the society be regulated in a fair way. Leaders can accept the criticism and ponder over citizens’ comments on the decisions and policies they have made, seeking for the agreements of the general public and balancing the interests of all parties.

For instance, a leader of the agricultural department should clearly know the local climate, the growth rhythm of crops, and pest control, and thus can lead the locals to harvest high crop yields. Only in this way can leaders win the approval of the public, which will further help them develop trustworthy relationships with other groups.
